remove .ruby-version from repo #12

Users should probably have .ruby-version in ~/.gitignore_global but since this was already checked in, and I didn't it caused problems. So best to remove from repo and just note tested versions in README.

This project has specific dependencies locked to a ruby version. It should be committed.
