Add WOL (Wake On Lan) for NAS Support

What enhancement or feature would you like?
Starting the plugin should also start external NAS-storage boxes where
mediafiles are stored via WakeOnLan.

How would you expect it to work? Can you illustrate it with examples such
as images or scenarios?
Init sequence of the Plugin should be able to submit WOL magicpackets to
support waking up NAS boxes for external storage of TV-series-mediafiles.

Please provide any additional information below.
The code is already present in the MePo TV-plugin.
So probably could be used and integrated in the Plugins Initsequence.
See code in SVN #23658, especially ...\TVplugin\WakeOnLanManager.cs.

The Address of the NAS should be somewhere configurable.

I removed duplicate status but use Issue 387 as a workaround for now for before 
playback.
