Change List Banners Layout #606

What enhancement or feature would you like?
It seems the List Banners layout is rarely used (and supported by fewer and 
fewer skins). Perhaps it could become an alternate 'wide banners' layout that 
uses the small icons facade control?

How would you expect it to work? Can you illustrate it with examples such
as images or scenarios?
The idea is that skins could provide two banner layouts, such as the current 
wide banners layout that uses the large thumbs tags in thumbnailpanel control, 
and a list banners layout that uses the small thumbs tags.  

Please provide any additional information below.
May be related to issue 268 - Allow the skinner to have more control over the 
facade for different views and image types

Small Icons is already used for Group Views. Can't really substitute the 
listBanners as its not really a new facade type its just List and a skin 
condition so skins can react.

Ideally we need a new Window or Facade for each image type and view, as you 
already pointed out Issue 268 deals with that.
