Please consider making a binary package for Windows available through
"luarocks".

here is the details on how to package that
http://luarocks.org/en/Creating_a_rock

Not so far. Maybe when the next release is made (no ETA on that yet, I'm
working on it).

luadbi is already on luarocks: https://luarocks.org/modules/luarocks/luadbi

however, not as a binary module (as the OP requested); all that needs is
someone with a windows machine to run 'luarocks pack' and upload the resulting
.rock.

Luarocks does not allows specify lua version for rock. So it does not very useful. Checkout luacom rock wich install binaries for Lua 5.1 for any Lua version

This issue is extremely old, approaching a decade, mostly auto-exported and with no activity for seven years. The most recent comments seem moot as Luarocks has advanced quite a bit since then.

If this is still impacting anyone, you are welcome to reopen the issue.
