Changed the ISO3611 to ISO3166 and added some Russian Region names.

RU KHM => Ха́нты-Манси́йский автоно́мный о́круг RU YAN => Ямало-Ненецкий автономный округ RU YEV => Еврейская автономная область

Thanks for the change, however, the array is now mis-formatted for PSR-2. Could you resolve and then I can merge?
