Units can be created without at least one topic #82

If a unit is created without any topics, students will be unable to join the queue, as entering a topic is required.

It should probably be enforced that units must have at least one topic -- OR -- There is always a default topic "None" which can't be removed and is hidden from the list when adding or editing a unit.

Non issue as they are not required by the check in check out system.
