Packaging uses most recent version prior to build #1

The bump is happening okay, but the packaging is somehow using the version prior to the task having been resolved.

Identified as potentially being a task integration issue. Could likely connect task outputs with the targets and better inform the properties from the task results. Do this especially instead of re-writing the project file.

So far so good working on this one. I will pull together one or two more development packages and publish them to internal projects for additional testing and verification.
