Major cleanup on README.md #26

This PR cleans up the main README file, which I left in a very messy state after reorganizing the repo recently. The goal here is to make it presentable again, though not perfect. Work on the repo is still ongoing and we will need to continue improving this README.

@hernandezc1 please review. Your original README content is being dropped here. Most of it is now represented in cloud-run/README.md. Please look, and comment if you find anything being dropped here that's not represented in the new location. If there is, I probably won't try to fix it in this PR but we'll either open an issue or get a new PR going.

Oh PS, you have to scroll down in the diff view to see your original content.... The stuff on top is a bunch of sentences that I stashed here but were really for the paper. So this PR drops that stuff too.

Merging so that the documentation is cleaned up before your presentation. You should still review and we can patch later if needed.
