Enable astrometric and photometric calibration

This required setting

  1. ASTROMETRY_NET_DATA_DIR
  2. Updating the data butler repo registry to list the correct filters instead of just 'tmp'
  3. Changes in obs_file, done in the u/wmwv/wiyn branch: i. Adding a srcMatch type in obs_file. See https://github.com/wmwv/obs_file/commit/52eea2e48b9c4343952555723ae29673cf79d663 ii. Adding J, H, K, Ks filters to registry. See https://github.com/wmwv/obs_file/commit/db7aaabb01726e10c41b4da38b49eedf4b502f0b
