Add bootstrap version for fa-scrapper #137

fa-scraper used to be named fa-scrapper, which was a typo.

This is the code used for bootstraping. It

Requires any version of fa-scraper (which will hopefully pick the latest). This also installs fa-scrapper and fa-scraper CLI installers.
Has an init.py that just raises an Exception if you try to import it.
Has a README.md that tells you to use fa-scraper instead.
