Added draft queue interface. based on mxcube3 routes.

Important considerations:

Trying to make a systematic handling of different tasks
Making data structures and parameters part of the interface specification; Simply passing dictionaries around without a specification for theeir contents is an invitation to stressed programmers to add new keys for local use, eventually losing consistency and clarity.

Hm, this PR looks a bit strange, it also includes my commits. Could you rebase or merge it on/with master ?

I don't have alot of time today, ill try to comment on it tomorrow. It would be great if you could remove my commits and then Ill merge and we can continue the discussion in an issue.
