Report empty href attributes as a warning #225

PROBLEM:

If the attribute value is blank in the hyperlink tag, the new version of ePub 
checker ignoring this errors, whereas the previous version reporting this as 
error.

EXPECTED:

It should be reported as error that the attribute value is missing.

PLATFORM:

We have used epubcheck-3.0-RC-1 in windows.

This change has been reversed until we have a proper "hint" level. The empty 
string is a valid URI.

Markus, I'm going to reopen this issue to not forget about this point in future 
releases.

Not reporting this is quite confusing – but I also understand you very well, 
saying an empty string is a valid URI and waiting for a "hint" level to be 
implemented.

_(just as a clue for future-me: reverting this behavior was in r395)_
