This seems to be a still-unresolved issue tracked here: https://github.com/actions/toolkit/issues/1075:

    TypeError: Cannot destructure property 'access' of 'fs_1.promises' as it is undefined.

Eventually, we'll have to update, methinks. Might as well do it when it's not urgent.
