Super admin #323

Allow to set a user to be a super admin. A super admin CANNOT remove its own privilege therefore there will always be at least one super admin

This will not be done as part of 1.0, however the permissions editor currently displays when a user is a super administrator and prevents any modification to that user's permissions.
