Vehicle spawning error with MaxCars below 1 #12

As mentioned here, players cannot spawn vehicle when server MaxCars configuration is below 1.

Also for information, players who want to spawn AI must be in a group with a VehicleCap value of -1

If value is below 0 on server init, update to minimum value (0). Will be applied in 1.0.9
