conf.py and plugins/filescan.py have an unused shebang line tripping rpmlint

What steps will reproduce the problem?
1. see issue 444 for rpmlint usage steps (detailed)

What is the expected output? What do you see instead?
expected no errors, got two errors about files containing shebang that are not 
executable. Further inspection shows both files in question, conf.py and 
plugins/filescan.py, are not meant to be used as command line tools (i.e. by 
execution) so I suggest the attached patch to remove the two shebang lines.

What version of the product are you using? On what operating system?
