Re-enable email notification for forum replies #1048

Particularly thinking about a new user signing up, creating a forum topic (detailing his/her issue/question), and then getting an email ping (instead of in-app) when a user replies. This would be a reversion to make things (i.e. notifications) more like how they were before the in-app notifications came around. There are a few old issues regarding the notification changes (https://github.com/myapnea/myapnea.org/issues?q=notifications).

Thanks, these two will potentially cause myapnea emails to start getting black-listed again (and cause posts to be necro'd), we may need to find other solutions for those cases. I'll make sure this only happens if emails are opted-in to in settings.
