Simplify recent change acceptance backend. #937

We currently have the following fields:

accepted_consent_at
accepted_terms_of_access_at
accepted_privacy_policy_at
accepted_update_at

The accepted_update_at field is unnecessary and causes the logic to be more confusing for checking if a user needs to reaccept the consent/privacy policy, due to recent changes. Remove accepted_update_at.
