I recently made a transaction that resulted in a 0 satoshi/byte fee. Total fee was 120 satoshi. One input ($250), two outputs ($50, $200). This was with the "low priority" fee setting. The transaction sat "pending" in my transaction tab and then was returned to my wallet within ~10 mins.
I did not expect the transaction to not be relayed. I'd recommend either implementing a warning stating that the transaction may not be relayed or make sure that the minimum fee meets "relayfee": 0.00001000.
