Can not switch to Windows Terminal/Microsoft TODO

When I click the windows terminal or the Microsoft todo icon which I have pined on the dock, I can only open them when there are no apps launched, but if there are instances opened, I can neither switch to it by clicking the button nor by ALT+TAB. I know it's a common issue and not just about these two applications, so what's the problem?

我刚刚测试了一下没有问题，管理员启动的终端也没事，不过我是用WIN+X启动，而且你的dock里面终端也没有窗口预览也很奇怪

通过微软商店安装的应用有比较大的概率有这个问题
