Formatting: Generated Laws #12

A lot of content (about 538) has been placed in the laws directory, including Law Acts from the year 1971 to 2017.

They need better formatting, so a lot of help will be needed here.

If you need to know how it originally looked, a link to the source has been provided at the bottom of the files.

Pick a file from the laws directory
Headers should be prefixed with #
Some have no headers. You can get the header from the name of the file in sentence case
The sub-headings with the pattern "PART [num]", such as "PART 1" need to be prefixed with ##
The list formatting might need some work too

When done with a file, please comment with a link to it on your fork
