Maven dependencies on coxbapi and codegen binaries should be optional #42

legstar-cob2xsd has dependencies on legstar-coxbapi and legstar-codegen 
binaries.

Right now, from a Maven standpoint, these dependencies are mandatory.

The problem is that new projects mixing LegStar features may end up with 
conflicting versions of legstar-coxbapi and legstar-codegen.
