Crashes during loading #132

What steps will reproduce the problem?
1. Logging In
2. Waiting untill it attempts to load my second skill gems stash
3.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

It looks like you ran Procurement while you had the settings file open (eg in 
notepad), or something else caused Windows to have a lock on the file. 

Close anything that has the settings file open, or restart if need be.
