Implement additional text for buyout items, and new forum template.

Currently there is the {Buyouts} tag.  This is a feature request for something 
like {BuyoutsWithComments}.

The idea is to give more information in the resulting output.

- View the stash
- Right-click an item

Currently there is the editable area for entering the buyout.

This feature request is to add a second editable area underneath.

When {BuyoutsWithComments} is used, any text which is entered in that second 
area is included beside the usual buyout image and text.

Hi,

Procurement moved to github over a year ago, and I have not been monitoring the 
google code issue tracker. 

Google is shutting down google code in 3 weeks time, as such I am disabling 
this issue tracker as I will not be able to reply after that date.
