Not working, debug info underneath #154

You're getting this error because Procurement is trying to load one of its 
files, and it can't. Either Windows is not allowing it access or the file is 
missing.

Make 100% sure you have ALL the files from the Procurement zip file extracted. 
I would start by deleting your Procurement folder, and extracting everything 
again. Secondly extract it to C:\Procurement to make sure it's not in a special 
windows folder. Lastly, make sure you have admin access to the folder.
