Is Procurement by chance on your desktop? Try moving it to c:\Procurement

Second hard drive shouldn't be a problem, it just has access issues if run from
the desktop.

Are you sure that:

* You have administrator access on the pc
* You don't have any Procurement files open
* Firewall/anti virus is not blocking Procurement

Can you try this?
Open the procurement directory. There should a folder inside which is named
with your email or alias. There should also be a common folder.
Delete these manually. This should result in no sub folders.
Run the application again
