Create a build pipeline steps for deploying to test and prod #12

Use scripts and the acquia cloud API to provide manual triggers to tag and deploy commits to acquia's test and prod environments. Would be great to have this visually in line with the data on success/failure of commit's tests.

This probably belongs more in https://github.com/myplanetdigital/secondlevel-rerun-modules

The jenkins jobs (ie pipeline stages) themselves are already there
