Move to using opscode jenkins cookbook

Tried doing this, but seems there's some issue with using the shadow gem to read shadow hashes when we're running jenkins via runit.

Things to try:

• give everyone access to read /etc/shadow (sanity check, but not recommended)
• Figure out whether * or ! make a difference in /etc/group
