optimized register defaults #14

There may be registers that are being reset to sub-optimal defaults. Currently the chip is reset and its reset register state is synced to the driver. Rather, we need to correct all of the defaults and sync the driver to the chip. Get the latest defaults from the LMS7002M C++ driver.
