Release v0.16.4.0 - Argon2D Algo Swap, MIP4 and MIP5 #136

A merge of #132 is planned wk1905 if there are no strong objections. Submitted by @nzsquirrell and approved by @8bitcoder and @cryptapus

Also planned is a merge of MIP5 #133 and #135

Activation on testnet shortly after.

rc0 - TBD

full release - TBD + 2 weeks

As argon2d is activating on testnet wk1906 I will tentatively plan a rc0 release wk1907.

first few argon2d block have been mined on testnet (via master branch). I propose a rc0 release wk1907 for more formal testing on testnet and to find any mainnet issues. Then tentatively plan for v0.16.4.0 full release ~wk1909 and will proceed unless any issues are found. A backported v0.14.5.0 is queued in the 0.14 branch.

@nzsquirrell has confirmed easmine.online is running rc0 and pokemongomongo_d (via IRC) has confirmed testnet argon2d4096 mining via pool software and cpuminer-opt, we appear to be in good shape for release. I will tag and release v0.16.4.0 ahead of schedule.
