Release v0.18.1.0-rc1 - Release Candidate #163

Tentative plan is for the first v0.18 RC wk1932 wk2008.

Upstream v0.18.1 has been tagged, we should probably delay to include updates.

DigiByte released the ability to mine multiple algos from a single node some time ago. Verge is copying the interface, if not the code. That will be available before, or very slightly after, our 0.18 release if that happens when now thought. In order to keep as many miners as possible, single-node, multi-algo mining should be in the next release. Releasing without it is a waste. I don't care for the interface initiated by DigiByte, but will hold that for its own dedicated issue.

Also, another version-release without stringing- and parking-resistance is a bad idea. Is there anything coming from upstream in 0.18 that we're in that much of a hurry for?

171 is currently blocking any planned release of 0.18 which otherwise seems to be in good shape, so it appears we have time to include any additional features if desired. Although I see the desire for mining pools to have the capability, multi-algo-single-node mining is not something I'm particularly interested in. PRs are always welcome.

171 solved, and gitian now seems to be functioning well. Tentative plan is rc1 release wk2008.
