Add a home/marketing page #19

Currently the landing page doesn't explain anything.

We could start by having a list of already-generated sites here

@tmtmtmtm – Do you have opinions about what should be on this page? List of existing sites, a nice big login button… what else?

Are there features / benefits we should be pushing? Or are we just aiming to simply describe what it does?

Pinging @MyfanwyNixon in case she has time to chip in with wording, once we've decided what it needs to say!

We'll need to explain what sort of site it creates (ideally by pointing at a few good examples), and when it makes sense (e.g.if you only have single-member constituencies and we don't know larger areas above that — unless we get time to also do a version with per-party groupings). It'll also need to emphasise that you're you're actually signing up to run the site (e.g. verify submissions of twitter handles by users) — it's not just something where you hit a button, get a shiny site, and then forget about it.
