Very basic logged out homepage #64

For #19.

Before this can be merged, the example sites need populating.

If necessary, it can go live with fewer than three example sites. Two is ok, but if there's only one, it'll look weird.

For now I've hidden the "See it in action" section if there are less than 3 active sites (https://github.com/mysociety/SeePoliticiansTweet/commit/ecaef104eb8729e25f948393e307dc96bce28c8a). Once there are enough active sites it will re-appear. I've also hidden the "?? politicians across ?? areas" bit for now as we're not currently storing a politician count (https://github.com/mysociety/SeePoliticiansTweet/issues/66).
