Consider adding Jekyll config for local testing #14

Jekyll doesn't build this out of the box which means it's hard to review this locally without pushing changes, which will make it hard for anyone other than devs to contribute and might be an uncomfortable process once the repository's no longer private

(The name change came at the point where I couldn't make it work and was wondering whether to abandon it)
