Method:
In Google Analytics for each site, I looked at 'Behaviour' - 'Site Content' - 'All Pages' then '/' since the site began until now (4th May 2016).
Results:
Czech Republic - IPV: Still don't have access - Richard still needs to share with us :) Hungary - KiMitTud: 9.68% of page views Australia - RightToKnow: 13.27% of page views New Zealand - fyi.org.nz: Don't have access - Paul does though Croatia - IPZ: 10.12% of page views AsktheEU: 9.04% of page views WhatDoTheyKnow: 3.96% of page views
I don't think that's quite right.
That's looking at how many page views there were, rather than number of individual users.
Its a bit more of a pain to view the number of unique visitors to a page.
You need to "Add a segment" on the Audience > Overview report:
Which suggests 7250 users saw the homepage in the last year.
That's out of the 37173 total users:
So 7250 out of 37173 is 19.5% of users in the last year have looked at the homepage at some point.
Had a look in to this and looks like we were originally trying to find out whether more entrances were to:
This was because we were asking the question of whether the request pages clearly explain the site to a new user

Q: What proportion enter on the home page?
[Explain how you will measure this]
Analytics stats: proportion of entrances to the home page
[What do we need to do to be able to take the measurements?]
