Q: How do we define a "good" request?

No idea how we answer this. Its totally subjective, but we often say "good requests" in passing but can't nail down exactly what that means. Traffic? Encourages new requests? Lots of follows? Major news story? Exposes reluctance of authority to release information?

[What do we need to do to be able to take the measurements?]
