Option to make it so all future incoming messages on a thread have requestor_only prominance #1954

This is a suggestion to assist in operating an Alaveteli site more transparently.

Currently on WhatDoTheyKnow if we've got a problematic request I can see use of this feature might be attractive to use; and might be a more transparent option than hiding a whole request.

Essentially what it would do is put a correspondence thread into a safe mode where we control what's published on it.

I could envisage using it on threads where there has been a legal threat or the release of highly sensitive personal information and we want to do all we can to avoid the problematic material being republished.

I'm not sure I'm that keen on it though because it would take administrators into the realm of moderating incoming messages and determining if they ought be published or not.

This is a discussion point and not really a feature request.

This is related to requests from reusers to have 'requester_only' be the default prominence on all incoming messages, so that the requestor or a moderator can check them before publication for personal data etc.
