Document FOI Officers Upload URL #2055

Broken out from #1075

Alaveteli admins adding files is covered in https://github.com/mysociety/alaveteli/issues/2068. This issue is about improving the documentation for FOI officers who need to upload large files where they can't do so by email. They can either use the web UI to add a response, or we can generate them an upload URL.

We have a little documentation on the help pages and explanation text within the UI.
