Just to note we've had a user request this again today; citing the fact authorities sometimes put reference numbers in the subject lines.
We've had a case today on WhatDoTheyKnow where a reference number was provided in a subject line, and a user got in touch as they couldn't see it:

We've had a case on WhatDoTheyKnow where a user has asked for their request reference numbers. They appear to probably be seeking the subject lines of responses.
This kind of request is rare, but if the user could access this material without admin action it would have prevented this correspondence, and perhaps prevented, or simplified, a right of access request.

+1 I used my WDTK admin access to obtain a reference number from the subject line on one of my personal requests.

Is there any reason we might not want to do this? I can't imagine subjects are every likely to be sensitive.
+1 - even keeping this consistently on request admin pages would be an improvement. The hardest ones to find are outgoing messages - as what shows in the logs isn't always quite what we've sent (the logs appear to truncate long subjects - but we still transmit them).

Perhaps only show them where they are substantively different (modulo Re: and Fwd:) from the title and other subjects
