Allow categories to be based on multiple tags #2157

If there are bodies tagged "council" and "place" it would be good to be able to create a category of bodies which covers councils in the place without having to create a redundant place_council or similar tag.

eg. WhatDoTheyKnow tags Scottish councils:

scotland_council scotland local_council

This would be a great addition to enable us to have a "Naughty List" 😂 .
