Investigate time cost for integrating FOIST #2169

The Czech group are interested in a PDF redaction tool for their deployment of Alaveteli which will likely be FOIST. We need to investigate and give an estimate of the time-cost and real cost so they can put together a bid for some funding for the work.

This is also something useful for the WDTK volunteers (https://github.com/mysociety/alaveteli/issues/314) and for the Bulgarian deployment who originally created the code.

I took a look at https://github.com/stefanw/froide-redact, which has a few improvements over the initial version of foist. It still needs some work, though.

We don't have any admin infrastructure for viewing or editing attachments yet. We might also want to version the attachments to ensure we don't lose the originals.

@garethrees and I have compared estimates that we did individually and talked over some of the issues - we think it'll take at least around 15 working days to integrate into Alaveteli with a minimum of functionality, stability, and security - more notes here

There's a relatively high amount of uncertainty attached to this estimate in both our minds, depending on the reliability and generality of the main libraries being used (we've only looked at an example PDF so far and Alaveteli would need to work or fail gracefully over a large range of files), and depending how much leagacy code cleanup we'd need to do.
