Support different jurisdictions within same locale #221

Scottish and rest-of-UK FOI law are subtly different, e.g. in the numbering of the provisions of the respective Acts (which we refer to in the text). The help text therefore needs to be "localised" but without an actual locale.

The EU is another great example: AsktheEU is in English, but refers to different laws, and even the term FOI is different. We have to go through the patches we needed.
