False identification as "quoted sections" #2330

Some authorities include a horizontal line of dashes near the top of their responses to Freedom of Information Requests, which Alaveteli incorrectly interprets as being the top of a quoted section. This means that the response is only viewable by selecting "View quoted section".

This means that FoI responses are sometimes falsely identified as quoted text, and thus users (including me on occasion) have missed the response to a FoI request.

An example: https://www.whatdotheyknow.com/request/discussion_with_property_develop#incoming-640954 appears like a blank email:

Until the "Show Quoted Sections" link is clicked, which reveals the information in response to the request:

ss 2015-04-14 at 09 31 46

It's not just this public authority that responds in this manner, there are others.

Milton Keynes Council have publicly annotated quite a number of other examples as well. The issue always seems to be the quoted sections being misidentified and thus hiding the response unless 'show quoted section' is clicked. Most of these are listed as long overdue which is misleading. (I'm going though and correcting them).
