Searching should be consistent across Alaveteli #2343

When you search for an authority by going to View Authorities your search link is body/list/all?utf8=✓&public_body_query=Foo%20Bar&commit=Search which in some cases doesn't bring up results (see https://github.com/openaustralia/righttoknow/issues/456)

Searching via this (and any other) method should push it via the Search function up the top, which would produce this query: /search/Foo%20Bar/bodies?utf8=✓&query=Foo+Bar

This issue is also producing the inconsistent results between the authority search and main search seen in https://github.com/mysociety/alaveteli/issues/1574
