Provide link to request page from footers of request emails #4086

Request from a UK civil servant who responds to FOI requests:

could you amend the follow-up email templates so that when someone sends a reply / further question / request for an internal review via the website that the footer which currently provides the 'please use this address to reply (etc)' adds a 'you can see the entire thread' link as well, linking back to the relevant thread on WDTK?

Looks like a reasonable idea.

We do let some FOI officers who contact us know they can quickly find the request on WhatDoTheyKnow by going to whatdotheyknow.com/request/[number-from-email-address] we'd just be making this available to more people.

Related: There's some discussion about the length of the footer at #2041

Need to think about what would happen for embargoed requests. Would we just not add the link? That might be noticeable to authorities that get more frequent requests.

We've already had FOI officers notice that they can't find the request when it's embargoed, so I think we'd just have to face up to that in some way, but I agree it would make things more obvious to everyone which might not be desirable.

Another option would be to flag it up directly: "This request was made with WDTK Pro and so doesn't have a public link yet" - perhaps with a reminder about applicant blindness :)

Probably some interaction / relation with https://github.com/mysociety/alaveteli/issues/7350 to consider here.

+1 This would help reduce the number of emails we get from authorities who want to know if their responses have been delivered.
