Event history for users on user admin page #4791

Currently administrators don't have access to a history of changes on a user admin change.

It would occasionally be useful to see things such as when a name change occurred, or when a user was banned.

Need to consider data protection impacts.

+1 as today I wanted to see if a user had been banned for spamming automatically or by a human admin and there's no history of changes on a user admin page where showing such information.

Just adding a +1…

We've had a case in the WDTK mailbox today where it'd have been helpful to be able to identify from the action log as to when a user had been banned (a glitch that needed to be corrected).

We were able to fix this reasonably quickly after a quick chat on Slack, but, it'd be easier if we could see these actions in the log to more quickly identify what's going on.

+1 this would have been useful in case today - for a review in response to a complaint and to understand what we'd done in the past, when, and why.
