Allow users, or at least administrators, to set up a standard footer for their annotations #6157

Administering an Alaveteli site involves making lots of annotations.

If each one is signed eg.

XXXXX -- [site-name volunteer]

this involves a lot of typing or perhaps theoretically copy and pasting which could be avoided by a software feature.

This could be worked around via administrating the site via special admin accounts, or even one admin account, but this isn't the approach which has been taken generally to-date on WhatDoTheyKnow.com where administrators use their personal accounts to carry out admin actions.

Could also use something like https://textexpander.com (pretty sure there are free versions).

Might even be able to use the operating system's built in text replacements.

I think this functionality would also be useful for admin email functions (e.g. "your request has been hidden") - we have to copy/paste the email signature out of the mailbox for these (so as to have the Privacy Notice etc), which is a bit of a nuisance.

It'd be helpful if the data in question was stored on the system and could be automatically populated.
