Consider how to handle two bodies with the same name #6391

When running a large service you meet edge cases eg.

https://www.whatdotheyknow.com/body/marton_manor_primary_school_middlesbrough

There have been two separate bodies with this name over time. Marton Manor Primary School, Middlesbrough closed on 31 August 2018 and was succeeded by an academy school of the same name. Requests to both bodies are shown here.

I suspect this is not a significant enough issue that we need to handle this kind of thing specially.

Preventing duplicate entries with the same name is probably valuable to keep the database clean and prevent duplicate entries.

We've had three more occurrences of this unusual issue on WhatDoTheyKnow.

New legislation is about to bring in "Integrated Care Partnerships" as joint committees set up between Integrated Care Boards and local councils, however some areas already had quite different bodies/partnerships already running under the name of Integrated Care Partnerships and in three cases their names clashed with the new bodies!

A workaround implemented has been to append "(Pre-July 2022)" to the body names in these cases.
