If a reader/user is on a request page there is no clear option for them to make their own new request to the body in question.
The WhatDoTheyKnow admin team receive messages from people contacting the team when they want to make requests. This indicates a need to make it clearer how to make requests from the site itself.
There is a "make a request" option in the navigation bar, but that takes you to the "find an authority" form rather than the form to make a request to the body in question.
Options:
A "Make your own request to [body name]" button. (Shown to users other than the requester).
A "Make a further request to [body name]" button. (Shown to the requester).
Menu items under "Actions" for "Make a new request..."
New item under "Act on what you've learnt" for make a further request. (Such requests could be linked in some way see #6578 )
