An alternative tiered pricing structure based on the model used by other mySociety services eg. MapIt/TWFW:
Tier Zero. Free public non-Pro service. Free to all but monitor and prevent evasion of rate caps by commercial users.
Tier One. Free to registered charities, or individuals pursuing a non-profit project on an unpaid basis. Chargeable at low price for commercial users. Access to batch requesting only, no embargoes.
Tier Two: Full featured, for non-commercial use by small low-turnover organisations / individuals. Middle price for commercial users - 50% off for registered charities, or individuals pursuing a non-profit project on an unpaid basis.
High price: Full featured, for commercial use by large / high turnover organisations. High price for commercial users - 50% off for registered charities, or individuals pursuing a non-profit project on an unpaid basis.
At the moment all paying Pro users are equal.
Imagine instead a tiered pricing structure:
Lowest price: Access to batch requesting only, no embargoes. Only for non-commercial use by small low-turnover organisations / individuals.
Middle price: Full featured, for non-commercial use by small low-turnover organisations / individuals.
High price: Full featured, for commercial use by large / high turnover organisations.
